On an All User Data save procedure after all subsystems have been ended and the save is complete, what is the name of the controlling subsystem that needs to start. STRSBS SBSD(controlling-subsystem) Would it be QCTL or QINTER.

How to sign on in the QCTL subsystem
I need to sign on from remote (not the operations console) but need to be in the QCTL subsystem so that if QINTER is inactive I can still sign on. Do I need to change my user profile a certain way?
