OWA issue with Department Listing

If I log into our OWA (Exchange 2003) and search by Department we have one email user who does not show up in the listing. If I use Outlook 2003 and search by Department it shows up?

Do GET statements in an OWA log prove that the e-mail account of the person in question was accessed and read by the IP address listed or is there any other possible explanation?

OWA 2K3 opening O2K7 docs

when trying to open O2K7 docs within OWA 2K3, OWA prompts to save the attachment instead of opening the attachment. I've been thru a few things (adding the extensions to ESMs global settings, adding the extensions to known mime types in the reg of the owa server, etc...) but can't get the myriad...
