Outlook 2007-Search Manager’s Contact List logged in as admin?

Restrict user to change outlook signature
I created a script that will change the outlook signature of all my users.My problem is that they can edit the signature.I used the group policy to restrict the users using the outlook adm but it is not working.Can anyone help me on this? Thank you in advance.
