I recieve " specified server was found but tere was no respoonse from the server" (that is our Exchange 2003) when i click send/recieve from outlook 2003

Keep getting "Right click the folder you want to create file in, and then click properties on the shortcut menu to check your permissions for the folder" when I tery to open an Excel file. If it is renanmed something else and sent I can open it with no problem. How do I fix this?
