OneWorld - Xe - Enterprise One

Other than name change each time product was sold (JDE>PeopleSoft>Oracle) and of course updates/enhancements is there any real difference between OneWorld, Xe and Enterprise One?  Hence does a OneWorld certification count in Enterprise One?
