Send a notification when a system halt occurs afterhours

Due to downsizing we are getting system halts when we no longer have coverage in our operations dept. We are supporting 2 local i-Series and 3 remote i-Series. What is the best way to notify someone if a job halts after hours? Sometimes this has prevented our nightly jobs from finishing as well as system backups. Sending an alert notification by either e-mail or phone would be ideal.

Microsoft Alerts Solution Needed

we are looking for a Microsoft solution for end user alerts, an internal messaging and notification system that allows a central administrator to send out desktop alerts that can’t be ignored

alerts for meetings, contract ending, we can’t centralize this using public calendars cz there isn’t an associated mailbox with them.

I’ve found this, Microsoft Alerts development kit, but isn’t there a complete solution rather then developing one.
