Network Design Problem
Are these two networks at the same physical location? Can you just plug all nodes into the same switch? If security is of concern you can separate them with a firewall. A separate VLAN might work as well. More info on what you’re trying accomplish would be helpful.

Unplug your router and wait one minute before you plug it back in. This will reboot it. It should be the 1st step you take when you are having this problem. Once you plug it back in, watch the lights. It will take a minute or two for it to go through the reboot process.

Why is my internet so slow?
I see and hear about this a lot for business and home users. It’s likely your PC. I’ve found a deep malware scan using Webroot and Malwarebytes to be a great starting point for troubleshooting such problems. Beyond that, I’ve found that reloading Windows to be the best fix.
