				<content:encoded><![CDATA[<p>When the user connects through VPN, the speed the PC gets on the Internet from Comcast cable goes from 2 to 5 Mbytes to less than 100 Kbytes, per Toast.net</p>
<p>When the user tries to shut down their PC, it won&#8217;t shutdown, so they have to hold the start button down to turn it off.</p>
<p>I did notice that if the user disconnects the VPN, the PC connection to the Internet gets faster but not as good as before.  Have you heard of this problem with Vista before?</p>

Management of his company does not want Boinc using the connection if it is a VPN.  Can you tell me how one can tell if a client-side Internet connection is a VPN using, presumably, the Windows API?  Thank you in advance for your help.</p>
