Why it is so or wasting time!!!

In Hierarchal structure design of network why we have to use access layer, then distributed and then core, I think it's an easy task to use access and core and for switch connectivity we can use fiber optics cable ???? Note:- My discussion is limited for 800 to 1000 pcs.
