network slow on a couple of machines

I am running a domain network with windows 2003 server and my clients are running windows xp pro. But they having a problem access the files from the server and it is taking them about a couple of minutes to access the files. Any Ideas why it would take a long time and why it is running slow??

Why it is so or wasting time!!!

In Hierarchal structure design of network why we have to use access layer, then distributed and then core, I think it's an easy task to use access and core and for switch connectivity we can use fiber optics cable ????Note:- My discussion is limited for 800 to 1000 pcs.
