Do you have a download limit per user implemented in your environment to prevent excessive network load? How much of a limit do you have imposed? If you don't, how did you justify the decision?

We have to location A & B, between location we have two 2 mbps ethernet converted leased line, now we are going to update one line to 4 mbps also want to configure Loadbalancing & automatic failover in case of any line fails. Please suggest better solution & cisco router to achive this.
