Keep Getting Disabled on i5/OS NetServer

I am trying to implement data exchange between and AS400 and a Windows server using the AS400 NetServer (QNTC). What steps are necessary to setup and activate the connection? Where can I find examples of CL programs that do file transfers.

iSeries NetServer will not start and returns error code 3420
V5R2 5 – Start of the NetBIOS over TCP/IP failed with return code 3420. Our AS400 can see our network devices (ping them with ip or PC name) and also ping www.google.com Telnet is working fine.

AS400 mapped drive locks Windows account
I have a user that has AS400 mapped drives. When they access the drive, their Windows account gets disabled!?!? This isn’t happening to anyone else.
