If my main DC crashes how can I change my additional DC to the main DC?

I have two domain controllers, a main domain controller and one additional domain controller with Active Directory running on Windows 2000. My question is if my main DC crashes how can I change the additional DC to the main DC? And do I have to change the Server name?

I applied some policy under administrative tamplates on domain level , however applied same policies to OU domain controller , even checked block policy inheritance any suggestion

I have an ailing Windows 2000 server that was the soul server for many years. I am looking to retire this box and want to introduce a new server to act as the domain controller and whatever other roles it is providing. What is the best practice to introduce a new domain controller?
