Testing identical servers

Microsoft Open Volume license error
We get our Microsoft Open Voume licenses from the eOpen website. One user and only one user on our network can not get to the login page. They get the error that says service unavailable. It is not the browser but it seems to be the computer. Opera returns the same error. Any ideas?
