“Enable message tracking” is not available in Exchange 2003!

Hi all!
In my new job I inherited Exchange 2003 server. I noticed that Message tracking was disabled.
I decided to enable it, but the check boxes “Enable subject logging and display” and “Enable message tracking” are gray!
It seemed to me like permission issue. But I belong to Exchange Full Admin role. I even delegated control directly to my account via Delegation Wizard and also added my account that is Domain Admin to the local Administrators group.
I restarted the Exchange Management Service after that: no luck.
I installed Exchange Admin tools on my desktop and tried the same: no luck.
Any ideas and suggestions will be greatly appreciated!

tracking a message

A message was sent to my employeree via internet. But the person did not sign in to an email can I track them by isp? Will there be an ISP posted on the note if not signed in to email. It was just a note that was sent to employee can I track this person to his/her home computer with out logging into an email account? I see no references to tag it.So if there is an ISP is it possible to track?

I use Tracking Center for along time, but today it doesn ‘t work. When i try to track message it show popup with message “Message tracking is not available on this server : xxx/domain”. I try to check it process, it still running.(show task) I go to its db and see that it collect data until yesterday. Someone see problem like this. Very Thanks for your Help.(Korb kun krub -/\-)
