Outlook 2003 with Micro web mail

Is it possible to use MO 2003 to open a Microsoft webmail? I.e. I use a CAC to logon to mail at work. And use the web mail to access the account while traveling. Can I use MO 2003 installed on my notebook to open the webmail? IF so, how?
