Can I transfer a SQL license/install to a new server

Client Access License and Active Directory
I got 2 DC with 5 cals each voor 100 users. I understand that i need voor each user een cal. My question are the cals only if a user use application and printers on the server or also to log in to the AD. Thanks and kind regards
