A 180 from just 1 year ago. The average CIO is now running people and departments. They seem to be in some sort of ugly rut.

Who now leads with innovation? I am trying to gain an understanding of the average size of departments in terms of technical and sales functions. For example, I believe that most companies will have a pre-sales/sales engineer for every 2-3 sales people. Can anyone advise me on this and how big the development team would be in comparison? Thanks.
