How to know who is or which application moving my TS to READ ONLY in a z/OS environment?

Transferring objects between iSeries and authorities are lost
Why at transferring objects (all complete library), initial authority from source equipment dis aper, lost, in the target equipment. I start creating a savf and save the library into, then, with FTP put the library onto target iSeries. Thanks in advance for your help
