Is there any configuration on Cisco router to enable it to respond to ARP from IP source 0.0.0.0?

Windows Server 2003 forced to DHCP
Does anyone know a way to force a workstation to use a specific DHCP server ? We have a windows server 2003 has DHCP active as well as our phone system. The problem is there are workstations getting there ip info from the phone system and not the server.
