Restricting Broswe capability in IE

Stop Error (C000021a)
I am receiving this stop error(C000021a) “windows logon process system process terminated unexpectedly” with win 2000 server. Safe mode and Last Known Good Conf. works fine. Computer freezes when chaning file save location
There are no apparent virus on this computer. I can open word, picture, excel, work on the document without a problem. But when I go to save as, and click on the drop down arrow to change the file location, the computer locks up? Any ideas? Thank you in advance for your time and efforts!

Terminal Server Client on Win98
