My hardrive recently crashed and I had a new one put in. I had an external drive to back up my files, but now I don’t know how to restore all my files into the new hard drive

When does a hard drive on a hardly used Windows 2003 server need to be de-fragmented? The server is a file server and has files written and removed from it several times a week and is accessed by ~25 users. Can we set an alert when we hit a hard fragmentation level?

On a Dell Vostro 1710 running Vista on a Centrino processor, on boot there is an error loading BIOS saying there is no detectible hard drive. All internal workings seem to be ok and the HD appears to work just fine in other machines. Solutions?
