Can we set an alert to email us when a hard drive space condition is met? Where would we set this up on a windows server 2003?

Is there a way to decrease the size of the hard drive that my system restore uses on my Windows 7 laptop? I need all the space I can get right now. I don’t want to shoot myself in the foot and disable it but can I make it take up less of a footprint?
