Blocking command line on desktops
On the computers you want to disable cmd line on, go to RUN and type gpedit.msc then OK. Under User Configuration select System and scroll down to “Prevent access to the command prompt”. Set the settings how you want and move to the next comp.

Exchange CAS server
If your users can get to OWA and can see other users’ calendars and free/busy then your CAS server is working properly. Also check your event logs and see if there are any events. That will help you find any existing issues.

Issue with Outlook 2007-Can’t see originational forms library
I am not a big fan of upgrades of outlook. I would suggest an uninstall and removal of all outlook 2003 and 2007 folders on the sytem after uninstall. Then do a fresh and complete install of 2007 rather than an upgrade. See how it looks after that.
