Outlook 2007 “Not Equal” Rules Conditions

Using Mail Rules in Outlook 2007, how do I specify a “not equal” condition. For example, I want the rule to apply to Messages TO a Person and NOT FROM another specific person?

Cannot delete e-mails in Outlook 2007.

this can be done in Outlook client – but can it be done in OWA? I need to send a response to everyone that submits an email. ie: thank you for your email it will be handled in 2 days. But the rule must be done in OWA

We have a resource mailbox that has a rule that we cannot find. All the mail sent to it goes directly to the deleted items folder. I have removed the names of everyone who had permissions except 2 people. I ran the /cleanrules switch against this resource mailbox and every mailbox of everyone who had access. I had every user remove the resource from their folder list. I removed all delegates from the mailbox. I tried looking for hidden rules using MFCMAPI and could not find any. There is no junkmail rule applied. I am completely at my wits end. Any other suggestions?

We are moving from GroupWise to Outlook 2007. In GW, I had a rule set that whenever I received an appointment and it conflicted with something else on my calendar, a reply was sent back to the sender asking them to contact my secrtary for a resolution. How can I do this in Outlook?
