How to restrict a users who can only send inbound Internet e-mail but receive all email on Exchange 2007?

We had a request to restrict a single user can only send email within domain but receipt all mails from internal and external on Exchange Server 2007.  Is this possible ? Thank you, Software/Hardware used: Exchange Server 2007
