How to recreate a deleted OWA?

Is there a direct migration path from SBS 2000 to Exchange 2003? My SBS 2000 server is in a separate domain and I wish to retire it, but first I want to move the mailboxes to my Exchange 2003 server on a different domain. Will ExMerge work on SBS 2000?
