Exchange 2003 Public Folders, only able to view in 1 site

Rule for Fax in Exchange 2003 Public Folder
I do have one PF named ” OLD” where we store all fax , now i want to move all those to PST . Though its in PF but create rule option is disable while i want to create rule and move all those to PST. Pls advise.

need to move the public folders in exchange 2003 server to another exchange 2003 server
for a client I need to move the public folders in exchange 2003 server to another exchange 2003 server. There is no routing between them. I was thinking about exmerge and Pubmerge. Is there an other solution. If not, where can I download Pubmerge?
