Does DNS need to be installed on the AD 2008 server or can it just be available on another Windows server 2008 in my domain?

We are running 2003 server and dns for the network. A website changed its iP address and we still have the old one cached. How can we fix this? Ipconfig /flushdns on the client and server did nothing nor did restarting the dns service on the client and server.
