exchange mail delay from 2010 to ex 2003

How to set up email send delay in Outlook 2007
I am working with Microsoft outlook 2007. Can you please tell me how to schedule an email to go out on a latter day and time.

Outlook 2003 Mail Delay
I am in a company of 50 or so users on a network. When an internal email is sent round to the group there are about 3 users who experience a 10-20 second delay as opposed to being instantaneously recieved by the rest. Is there a simple solution to fix this? Thanks Dave
