  • IP address changing

I believe I have a stalker online but I want to make sure I know what I'm talking about....his IP address changes only the last 2 digits, and I noticed from other friends emails, this happens. However, how much can the last two change and still be the same computer? Assume they are on home network.

If IPv4 addresses will exhaust in the next year and a half, what are the ways people are addressing this issue? Other than migrate to IPv6, is there any other way to solve this problem?
