How do you VPN to a blocked site?
how to create a vpn software or tunnel to gain access to blocked site? because in u.a.e some sites are blocked almost all proxy are not gud…is it possible to create a vpn software or tunnel if possible pls help me and tell me how ?

I have isa server 2004, everyone accessing internet, but i want to block internet for someusers, i created rule in isa, but afterthat in my chairman pc, asking for admin username and passowrd when he tried to access internet?
