				<content:encoded><![CDATA[<p>I was asked to remove a piece of equipment that allows an outside company to restrict or allow a room phone from dialing 9 and getting an outside line. The contract with this company is up and they refuse to remove it. I have been looking at the COR on each room phone and 12 is restricted, if I change it to 20 (unrestricted) I still get a reorder tone. Does anyone know how they are restricting these phones?</p>
