How can I keep an old email name and add a new one in Active Directory so they receive email in both?

Exchange 2003 policy won’t propagate unless Exchange Server is rebooted!
I am making changes to individual user mailboxes. I am increasing the send and receive size restrictions to 20MB. The default global policy is 10MB. The policy works only after I reboot the Exchange Server. Any idea why this would happen? Shouldn’t this be an instant settings change?

Hi. We run a Windows 2000 domain. All of a sudden, DNS entries are dropping like flies. We increased our scavening times, but this has not helped. We checked our logs, but could not find anything significant. Any suggestions on a tool to use or something else we can monitor? Thanks!
