If our domain controller goes down on our Windows Server 2003 Active Directory network what needs to be done to have the backup domain controller kick into action? Can we have them doing load balancing in a perfect scenario?

We are running windows server 2003 and it is a DC. It is running AD (active directory) but I would like to ensure the AD database is being backed up. What would be the step by step solution the back up AD in offline mode?
