Synchronizing three SQL Servers and their data

I have three SQL Servers: Development, Staging and Production. I need all structure and data from Production to carry over to Staging and Development, so people don’t need to enter data in three different places. I also would like it so that when data is changed in Development, it also changes the same data in Production and Staging. Are there any tools or methods that will accomplish this?

This can be done via merge replication.

However it is highly recommended to NOT use replication between environments. Changes to DEV can often be not made correctly, which will the cause problems in your production environment.

If you are subject to SOX, HIPAA, etc a setup like this will violate these regulations.

    I can't see any good coming out of that at all. There would be no good means of controlling Production data in such a setup. If somebody runs a test proc on Development and the proc was still buggy, it could effectively destroy both Staging and Production. All three environments would be in a constant state of needing to be restored from backups.
