sync problem with outlook web access

i have a sbs 2003 at my network and exchange work just fine from my internal lan and all the users accounts are get sync from the server, but unfortunately when users connect to theirs mailbox from outside the network through outlook web access their mailboxes are not getting synchronize from the server, so to see the updated emails the outside user call to the inside users and tell them open outlook and press the send/receive button and thats the way it work.. can someone please tell me what should i do?

By default exchange does a decent job in configuring ActiveSync on it’s own. so as long as you don’t change any setting, things should work out fine

Make sure, check the Exchange Features tab in Active Directory Users & Computers for each user account that needs this feature. It should show Enabled for the User Initiated Synchronization feature

    Do you have *.pst enabled on your client machines? Meaning that do they download their mails to the local machine automatically? With that mentioned, all the mails will be delivered to the *.pst instead of the server. At such, you will not be able to access those mails from external via OWA.

    Is there only one Exchange Server or is OWA configured on a front end server with the mailboxes residing on a backend server? If it is a frontend/backend setup you may have a sync issue between the servers.

    Have you updated the Exchange server to service pack 1? If not, do so and test the OWA. Also, what occurs if you access OWA from the internal network? I would give that a try to see if the issue is with the server or with the the external access.
