Switching the TCP/IP-OSI Architecture to a pure OSI Architecture
What costs would be incurred to switch the Hybrid TCP/IP-OSI Architecture a pure OSI architecture? Could it be done?

TCP/IP is currently the standard in networking. If you want to use other standards, you will have to implement it internally by changing the operating system (Microsoft does not support Pure OSI) and having a customized physical layer.

Pure OSI is known mostly as a theoretical implemenation for troubleshooting and problem analysis.

I don’t believe the OSI Model was intended to be used as an actual system for network control and management. It is a conceptual model that helps to understand the various pieces that make up a computer network. This Cisco Site uses the model very effectively to explain networking basics.
