The suggestion is fine, if the machine can boot, and you want to go into safe mode, but what if the boot does not complete, or there are problems in calling MSCONFIG? The method I use is to start hitting the F8 key while the machine is still going through the POST, that is, while the manufacturer's splash screen is still visible, or, if you have switched that off, while the POST is displaying on your screen. If you have the boot displaying, you can fine tune when to start pressing F8 better. The shorter time in which you have to press the F8 key is an unintended consequence of faster machine times. I still see a lot of CRT's around here, and on some of them, you see nothing on the screen until the machine is well into booting Windows. In that case you need to start machine, then press, press, press, . . . F8 until you can see something on the screen,

Create a boot CD that will allow you to modify what you need on the hard disk or windows environment there are plenty out there to choose from to do maintenance on a PC an Old one i used to use was Ultimate Boot CD which had anti virus and other tools on the disk. This is if you cant hit F8 and machine wont boot.

Also I had a remote machine I was working on over the phone and no matter when the guy hit F8 he would not get the prompt for safe mode he would get the what OS do you want to load and he took a photo of what it said on there was no option to choose anything else like by hitting tab or another F key so he selected the only OS and it would just boot up. Had to do the Msconfig thing to get it to boot safe mode. It was a Dell laptop.
