Can the Sun Multipack 711 SCSI Hard Disk Array be used with PCs having SCSI 1 or SCSI 2 cards, or with PowerMac with external SCSI 2 port?

SCSI is SCSI - it should work without issue. You may see an unknown device in Winders for the backplane. If you can't find a "driver" it's no big deal. It will work just fine.

It will likely work, unless Sun has done something funny with the interface. You may require special software for configuration or somesuch, but give it a try and if any problems come up, you can always call a Sun VAR, most of them will help with a quick question like that and some really nice ones might even help you get it working.
