the ip you’ve just said is not a class a, class a ranges from 10.0.0.0 – 10.255.255.255.
there are calculations needed if you are new to subnetting. in this case, you just have to rely on the subnet calculator. Little by little you’ll discover the technique on why is 45.28.0.1 ip is the first usable address.

    Yeahboy... the address the OP shows IS a class A address. The address you mention is one of the reserved class A addresses that is not routable across public networks. See this TCP/IP Guide article for additional information.
