I don’t know of any publications or written guides but I would consider using the risk or importance perspective.
While I don’t know your circumstances you may be able to divide the site into a section that has a critical purpose or if the majority of the site is a data centre you may be able to do the entire site or 90%.
The system I use to define a site is criticality to the business operations. If the area or site is critical to the business operations the site or area of a site becomes critical and thus needs the infrastructure to support these operations. Redundancy in cooling or power, security etc.
This recognition ensures the budget requirements gain a higher profile and you can usually obtain the funds and status required. Reasonable and not overstated fear is real and is a tool to use.
I would start by listing the important outcomes for your business and how the IT system/ Data areas effect the importance. This will then allow you decide the support systems/items needed to be highlighted and you can then build your business specific plan.
