I've had more issues in 7.1 with timing and adding delays to insure subsystems or TCPIP are up before proceeding to the next step in the start up program. Has anyone ever used APIs to insure things are up instead of just adding larger delays, making the time till the system is available longer?

I have used the WATCH support in order to get rid of those default delays. You might want to check on some of the articles by B. Vining on the subject.

Vendor response. If watches will fit the bill (watching for various completion oriented messages so that you can then continue to the next step), and you would prefer to use CL commands rather than APIs, the eXtreme CL Message Monitor command set might apply. End vendor response. If you are OK with APIs, then you should find several articles I've done on the subject of watches in the past. Bruce
