Start Screen default in Server 2012

In Server 2012, if Windows Desktop Experience is not installed - after logon, the user will be taken to server manager. I would prefer the 'Start Screen'. You can disable server manager, but then the desktop is the default and you have to press the Windows button to get to the start screen. How can I make start screen / Tiles the default?

    It's Windows Default behavior and to change it, I assume you will have to trick LogIn Script.
