We are finding it difficult to staff our projects through the use of traditional job boards. What sources have other hiring managers found successful in identifying competent IT resources to fill Software Development and Business Analyst position to work on J2EE / open-source projects?

That’s really going to depend on where you are located? If the job boards aren’t working out, you can try sites like LinkedIn. There are lots of IT Professionals on there.

It may be that the market in your area is not that good for employers (usually happens when most everyone has a job). This will cause you to take additional time to find someone.

You can also get in touch with head hunters directly. They usually have a pool of talent which they can draw from. They may even be able to help you win some employees from other companies.

From a job seeker standpoint, I can say this: You stand the greatest chance of finding the help you need by looking at your local universities. Offer internships. One of the best Java programmers I know was hirered through an internship program.
