SSL (HTTPS) operates on a different port than your normal web requests:
HTTP: Port 80 (Default)
HTTPS: Port 443
So any firewall rules you have previously set up for HTTP or Port 80 need to be replicated for HTTPS or Port 443.
Once you allow the ports through the firewall your issues should be gone and you should be able to use SSL for your Outlook Web Access without a problem.
