SQL server storage for two Azure environments

Hi I’m working with Azure in both a staging and production environment.  I need to deploy both blob and SQL storage for both environments.  What would be the best way to archive data?  I’m thinking the best way to do it, would be to set up an SQL server for staging and another one for production.  Does this make sense, or can it be done more easily with just one server without losing performance?
