Can SQL Server 2005 database mirroring work if the mirror server is to be in another building with the networks connected via VPN router?

Yes, database mirroring can be used between buildings and/or over a VPN.

Just make sure that the amount of bandwidth that you are using is less than the amount of bandwidth available over the link between the buildings.
