Sprint management between development and testing teams

Considering a sprint of 4 weeks, the development team completes their development in the first 3 weeks . The testing team starts testing immediately after that for the last one week. What does the development team do during that period. Do they start the next sprint??

Some or all of the team, may start on the next phase.

    Thanks for the answer. One more question i have is what happens if the development phase slips as in they take more time than the estimated and as a result it eats up the testing time. In that case what do we do . Do we add the testing activities to the next sprint ??

    If development takes more time, you cannot shorten testing time. You move the end date of the phase out to allow for it,
