I’m not familiar with the CSTE, but outside training is not required to take the ISTQB Foundation test. To pass, you need to be very familiar with the syllabus: http://www.istqb.org/download.htm
You can achieve that by self study, but since you don’t have any IT experience, a class would help. With your MCA, it shouldn’t be hard for you to follow the syllabus. Passing a certification test would show a potential employer that you are serious about your career move. You may have to start as a tester (executing tests that someone else wrote), before moving up to being able to write tests. Good luck!
